187 MPH ? how does this make sense?

I read that in 2002 the sport bike industry was limited to 187 MPH, thus leaving the Suzuki Hayabusa as the fastest production bike ever made. i know Kawasaki made the ZX14 to compete against the falcon did it ever take the title?
